Yes, you can create enterprise or super enterprise operators that have permission to publish alerts to all or parts of the super enterprise or enterprise. You can also limit the ability of operators to publish to only their local organization.
Can I overcome cumbersome cascading configurations for communicating with other organizations or outside affiliates?
Yes, you can use

at the suborganization level for peer-to-peer alerting or for connecting with outside affiliates.
Can my users in one suborganization move to another organization efficiently?
Yes, you can set the "Enterprise Features" option in the General Settings of the enterprise organization to enforce uniqueness of users in the enterprise and suborganizations. This enables users to move between suborganizations using the same Self Service URL, login credentials, and the same organization code in the
BlackBerry AtHoc
Desktop App.
In a super enterprise configuration, enabling the "Enterprise Features" option on the super enterprise enforces uniqueness of users in the super enterprise and its sub enterprises and their suborganizations. This enables users to move between both the sub enterprise organizations and their suborganizations in the super enterprise.
