IIM-1538	The DIStateChange is implemented incorrectly. The DIStateChange looks for a new state after the state that is detected in the beginning of an alert. Sometimes, the DIStateChange looks for an incorrect state such as "Lower" instead of "Low" or "Higher" instead of "High" which prevents an alert from being sent. 0-reference is followed for inputs, but outputs are 1-referenced. Both inputs and outputs should be 0-reference.
