Management console fixed issue

An option called "Permit fallback to device passcode if biometric authentication fails" was added to the BlackBerry Dynamics profile. This option allows iOS biometric (TouchID/FaceID) authentication to fall back to the device passcode if biometric authentication fails. (EMM-150569)
