Specify whether users can turn on iCloud photo sharing.

If this rule is selected, users can create shared streams of photos and videos to share with other people or subscribe to shared streams. If this rule is not selected, photos and videos in shared streams can no longer be viewed on the device. If there are no other copies of these photos and videos, they may be lost.
